Here’s a recap of the city of Greenville’s Design Review Board meeting held May 21.
Approved with conditions: South Memminger Street residential addition
The board conditionally approved designs for a one-story addition to the existing single-family residence at 6 S. Memminger St., previously addressed as 701 Pendleton St. The application was deferred during the board’s February meeting.
Design plans show the new addition wraps around the home, reorienting the front of the residence to face South Memminger Street. The new structure would include a garage, living room, kitchen, dining room, library, outdoor room and greenhouse. An enclosed porch will be added to face South Memminger Street, creating a courtyard between the existing building.
City staff originally recommended denial of the project, citing issues with the massing, articulation and materials of the residential addition. The board overruled this recommendation in a 3-1 vote.
During deliberations, the board discussed the architectural challenges of the residential project caused by the property’s zoning and location in downtown Greenville. The property is zoned Mixed-Use 2 (MX-2) and must adhere to the requirements outlined in the Greenville Development Code. The project must also follow the Downtown Design Guidelines.
Taylor Dover, founder of Introduce Studio, serves as the architect for the project. As conditions for approval, the board asked the architect to further study the project’s materials and refine the roof design of the one-story addition. These adjustments will be reviewed by two members of the board.
Caroline and Scott Dover own the project’s property at the corner of Pendleton Street and South Memminger Street. The site was subdivided in 2024, and a new residential development is proposed next to the existing single-family home. The property owners also intend to subdivide their parcel further to create a corner lot for a future mixed-use development on Pendleton Street.
Deferred: South Memminger Street single-family home construction
A second application for a new single-family home at 8 S. Memminger St. was deferred to the board’s September meeting. This would be a complementary project to the residential addition at 6 S. Memminger St. The proposed two-story home would include three bedrooms, four bathrooms, a two-car garage and an accessible roof deck.
The board’s consensus was that the proposed project was missing architectural details and required further refining by the applicant.
Similar to the previous application, the architect was required to adhere to both the property’s MX-2 zoning and Downtown Design Guidelines when designing the single-family home. At the meeting, Taylor Dover also raised concerns about the application and feedback process for his two projects with the city staff and the board.
