Greenville Planning Commission approved several annexations, multi-family developments and subdivisions during its October meeting.
Here’s the latest.
Approved: Multi-family development on North Pleasantburg Drive and Lowndes Hill Road
A multi-family development on 432 Pleasantburg Drive with adjacent parcels on Lowndes Hill. Rd was approved. The development was approved to include 209 units on the southeast corner of North Pleasantburg Drive and Lowndes Hill Road.

Previously, the project was presented to the Planning Commission in May 2022 with 206 units, but the applicant obtained a triangular parcel in front of Pleasantburg Drive to include more units. Included are 314 parking spaces that will be provided on the site, which is the minimum requirement of spaces needed to be approved.
The development was approved with conditions for the applicant, such as bicycle parking being provided, the applicant obtaining a sign permit, and before receiving a certificate of occupancy, an affidavit of substantial compliance must be provided at the time of final zoning inspection.
Approved: Multi-family development on 817 Cleveland Street
A multi-family development on 817 Cleveland Street was approved. The development was deferred back in August to give the applicant time to hold another neighborhood meeting due to several concerns from neighbors about the volume of the proposed development and traffic concerns.
The project, entitled “ACRE Apartments,” proposed an 118-unit multi-family housing development at the current site of the Scottish Rite Center.
The project will consist of 118 units across 35 townhomes and one apartment building, with a separate clubhouse. Although density was a concern for residents in previous meetings, it meets the zoning district maximum of 20 units per acre.

Previously, several residents voiced concerns about traffic, with some residents creating a petition to voice their concerns. The applicant completed a second traffic study, although not required, that was reviewed by Greenville’s traffic engineering staff and indicated a traffic signal was not warranted, which supports the original traffic study.
Although some residents asked for the decision to be made after October’s lane reduction meeting, which would discuss roads being considered for lane reductions, including Cleveland Street.
In the end, the board approved the development.
Approved: Multi-family development on Webb Road
An application for a multi-family development of 8.3 acres located on Webb Road for 72 units was approved.
The project is called “Gateway at the Green” and anticipates 100% of the proposed units to fall within the 60% area median income target as it focuses on bringing affordable housing.
The project was approved with comments such as all signage must obtain a permit and an affidavit of substantial compliance must be provided before receiving a certificate of occupancy.
