Here’s a recap of the city of Greenville’s Design Review Board Dec. 19 meeting.
Deferred: Bailey Estates designs
Design plans for Bailey Estates, a 76-unit, multi-family development on Pendleton Street, were deferred to the Design Review Board’s meeting in February 2025. The board’s consensus was that there were too many unanswered questions about the project’s exterior designs and massing that needed to be addressed.
The residential project will be constructed on 3.3 acres of land at 1146 Pendleton St. The United House of Prayer for All owns the property and is the project’s developer. The former Kash and Karry strip mall that previously sat on the property was demolished earlier this year.
Proposed plans for the project show a two-story, U-shaped building constructed on the property. The building will front both Pendleton Street and Perry Avenue. The site will also include an outdoor central courtyard and 81 surface parking spaces for residents.
Approved with conditions: Two residential designs for Mosaic

The Design Review Board approved two applications concerning the second phase of the Mosaic development by Saint Capital LLC. Phase two, known as Mosaic Townes, consists of 22 buildings on 6.86 acres off Academy Street.
The board approved the designs of a 19,170-square-foot residential structure known as “Building 4.” The three-story multi-family building will be located on the corner of Mosaic Drive and Motley Way.
Two residential buildings known as “Building 7” were also approved by the board. Richard Jackson, partner at Saint Capital LLC, explained that each 6,030-square-foot structure will have two, two-story townhomes and two third-floor apartments.
Approved with conditions: Lighting and landscaping for 250 N. Church Street project
Final approval was given by the Design Review Board to the outdoor lighting and landscape designs for the mixed-use project at 250 N. Church St., commonly known as Greenville Gateway. The board previously reviewed the project’s architectural details and materials in September and the site plan in May.
Daniel Suarez de Puga with NR Investments – the project’s developer – said they will start the permitting process for the project in January 2025.
