Last week President Barack Obama signed a rare change to the Affordable Care Act (ACA), stopping a federal mandate that insurers and business associations say would have raised insurance premiums on many businesses.

When planning health care reform, policymakers must “make sure the peripheral effects are not harmful,” said Carson, referencing the Affordable Care Act’s (ACA) employer mandate, which requires a package of coverage beyond a certain number of employees. This requirement has helped stifle small business expansion, he said, which is “one of the reasons that our economy is so stagnant now.”

Gov. Nikki Haley has signed a bill into law removing the state’s seven percent sales tax from owner-operator aircraft parts referred to as “FAA Part 91.” The change is expected to make South Carolina’s aviation maintenance and repair operations (MROs) more competitive with MROs in tax-exempt states, according to a release from the SC Council on Competitiveness.

Nonprofits building homes for low-income residents will get a sales tax exemption under legislation signed into law by Gov. Nikki Haley last week. The law exempts nonprofits from paying sales tax on materials to build or repair homes for low-income individuals.

The nation is facing a shortage of workers in the future, Graham said. “So when you advertise for an American worker and you can’t find one … you can bring in temporary workers. That’s a win-win for us all,” he said.

New criteria added for Conditional Use Permits passed first reading approval this week by Greenville City Council. A Conditional Use Permit is required by the city when “a business or other use is allowed only upon Planning Staff determining that certain conditions have been met.”

Haley said the possibility of a 1.5 percent decrease in the income tax has been part of recent negotiations with House members working on infrastructure legislation.
