Phil Carter was appointed to the Better Business Bureau of the Upstate’s board of directors.
He also works as real estate appraiser and director of business development at Compass South Appraisals.
Carter is a retired federal agent and the 2012 recipient of the Greenville Rotary Club Officer of the Year Award.
