Here’s a recap of the Greenville Planning Commission’s May 18 meeting:
Approved: Nicholtown subdivision
Commissioners narrowly approved a subdivision application for property at 34 Hall St. in Nicholtown in spite of misgivings about the project’s suitability for the area and opposition from neighborhood residents.
The application calls for subdividing two lots to accommodate nine homes on a one-acre parcel under the city’s cottage subdivision guidelines. According to staff findings attached to the application, such a use is permitted despite the area being subject to a Neighborhood Revitalization District Overlay.
During discussions on the measure, several commissioners expressed the belief that the subdivision was not consistent with the character of the surrounding neighborhood, echoing the objections of members of the Nicholtown Neighborhood Association who spoke in opposition to the plan.
Despite their reservations, commissioners approved the application 3-1 and cited its compliance with existing city code. Several commissioners said cases like this demonstrated the need for an updated development code.
Approved: Final development plan for Woven project
Commissioners unanimously approved the final development plan for the Woven project on two acres in the Village of West Greenville that will include a mix of housing and commercial space.
Woven is situated across 12 parcels between Pendleton, Saco and Traction streets and will incorporate 214 multifamily residential units, of which 44 will be dedicated to affordable housing targeted to between 40% and 80% area median income.
The project is a planned development approved by city council earlier this year. In reviewing the application, staff noted the project would come under expanded review authority by the city’s Design Review Board under language in the city’s proposed development code overhaul that is expected to be adopted in the coming months.
Staff explained this means any shopfront modifications to the project in the future would be subject to review by the DRB.
