Greenville-based Clear Mountain Properties broke ground on a new 152-residential community in Travelers Rest on March 25.
The $40 million development, named LIVA, will be constructed on 10.5 acres of land at 208 Tubbs Mountain Road near the intersection of North Poinsett Highway.
Chris Rizzo, co-owner of Clear Mountain Properties, said LIVA was designed to add quality housing that would support local businesses and contribute to the fabric of Travelers Rest. He explained that a market study, completed in 2025, showed a shortage of approximately 2,000 housing units in Travelers Rest over the next five years.
“We’re just a small piece that’s trying to meet that demand,” Rizzo said.
Five garden-style apartment buildings with 120 rentable units are planned for construction, offering a mix of one-, two-, and three-bedroom floor plans. LIVA will also feature 32 three-bedroom townhome units for rent. Residential amenities at LIVA will include a clubhouse, pool, fitness center, dog park and a bike barn.
Travelers Rest City Administrator Shannon Herman said Clear Mountain Properties worked with the city to identify key characteristics of Travelers Rest to incorporate into the residential development. For example, LIVA will have a multi-use trail along the southern edge of the property that will eventually connect to the Prisma Health Swamp Rabbit Trail.
“It’s really designed as a community to be an active place to live, which is a really grounding component of Travelers Rest,” Herman said.
Wednesday’s groundbreaking was a culmination of nearly six years of planning for Clear Mountain Properties. The real estate development firm purchased the project’s first land parcel on Tubbs Mountain Road, formerly the Homestead Acres Mobile Home Park, in 2020. Rizzo said they were able to assemble five additional land transactions for the development by the end of 2022.
Clear Mountain Properties has partnered with Capstone Building Corp., SeamonWhiteside, SHLTR Architects and Creative Founder Design Studio to design and build the new residential development. S3 Capital, a New York-based real estate lender, also closed on a $29.75 million construction loan for LIVA in February.
Construction is expected to take 18 to 20 months, with full completion by the end of 2027. Zach Shulruff, co-owner of Clear Mountain Properties, said they will start delivering the project’s first leasable units in 13 months.
