Here’s a recap of the Oct. 13 meeting of the city of Greenville’s Board of Zoning Appeals:
Approved: Short-term rental approved
An application to grant a special exception to establish a “hotel” at 205 Pettigru St. was approved. The applicant intends to use the property as an Airbnb.
Although a neighborhood meeting was not required, the applicant and owner of the property, Joseph Delguidice, held one to address residents’ concerns about noise complaints and parking.
Delguidice, who owns properties in California, does not live in South Carolina but has a site manager to ensure timely responses to any issues. He says he also plans on installing devices to alert site managers of excessive noise.

Residents who attended the meeting expressed concern about the location, often referring to it as a “party house” as the property can hold 12 people total, which they claimed would disrupt the neighborhood and adversely affect residents. Others were also concerned with the historic neighborhood being used for commercial use.
Staff recommended approval with conditions, stating the plan was consistent with GVL 2040 and does not have a substantial adverse impact. Conditions include the special exception limited to the applicant and inability to transfer, along with the applicant taking measures to ensure noise complies with the noise ordinance.
