Here’s a recap of the Dec. 7 City Planning Commission meeting.
Deferred: Household living definition
The commission chose to defer an ongoing discussion for the city concerning the definition of “household living” and “group living” within the Greenville Development Code.
Currently, the code defines group living as: “Residential occupancy of a building by a group of people that does not meet the definition of household living. Tenancy is typically arranged for 30 days or more. Generally, group living facilities have a common eating area for residents and residents may receive care, training or treatment.”
The city has seen debate on this topic, specifically with regard to the Union House development.

The crux of the issue the commission debated is how household living is defined. Members of the commission recalling various moments in their own experience of living with roommates or separate leases in individual houses, which the code does not specify.
Ultimately, the commission chose to defer the issue to the next meeting so the city could provide scenarios and examples to include in the code.
Approved: Design manual
The commission deliberated over the adoption of the new Greenville Engineering Design and Specifications Manual in place of the current City of Greenville Design and Specifications Manual.
The two main focuses of debate were over hammerhead turnarounds and their inclusion in house-scale or RH zoning districts, and the neighborhood low-density design presented in the manual.
Overall, the commission approved the manual, with a review of the issues in 90 days.
